Who We Are

CILEx Regulation and the Chartered Institute of Legal Executives

The Legal Services Act 2007 (the Act) established the Legal Services Board as an oversight regulator for existing legal regulators, including The Chartered Institute of Legal Executives (CILEx). These regulators are designated as Approved Regulators. These Approved Regulators are required, under the Act, to separate their regulatory and representative activities, and to ensure that regulation is carried out independently and free from interference by the Approved Regulator.

A key element of securing that independence is the composition of the CILEx Regulation Board. The Board has overall responsibility for our strategy, performance and management.

Protocols

CILEx Regulation and CILEx have agreed protocols, which govern the working relationship between the two organisations. The protocols recognise that each company has its own obligations and priorities and that the best results for the public and for CILEx members will be achieved by collaboration. CILEx Regulation and CILEx believe that the protocols set out good arrangements for ensuring that regulation is carried out independently. Both organisations also have service level agreements in place for shared services.

Regulation

CILEx Regulation is the independent regulator of members of CILEx and other individuals who are not members of CILEx, but who have Practice Rights in the legal sector. Regulation with CILEx Regulation is also open to individuals who are authorised, under the Act, to undertake reserved legal activities and who choose to run their own law firms. Along with other regulators, we refer to businesses, firms, practices, or other types of organisation that we regulate as ‘entities’, and we are also authorised to regulate entities.

In short, we are responsible for all regulatory matters affecting all those in our regulated community. We also oversee the education, qualification and practice standards of all CILEx members.
