CILEx Regulation appoints new Chief Executive

Helen WhitemanCILEx Regulation, the regulatory body for the Chartered Institute of Legal Executives (CILEx) has appointed Helen Whiteman as its new Chief Executive. Helen, whowill take up her new role on 1 September, is currently Chief Operating Officer of CILEx and will bring a significant understanding of legal services regulation and the regulation of Chartered Legal Executives in particular.

Helen, who led the Institute’s Royal Charter project and has previously worked with a UK based law firm network said: “CILEx Regulation has demonstrated significant progress since its inception and is already delivering innovative regulation to a changing sector. I look forward to working with the Board and team to maintain progression and deliver innovation to those we regulate, bringing further choice to consumers”.

Welcoming Helen’s appointment at a significant moment in the development of CILEx and CILEx Regulation Patrick Bligh-Cheesman, who will take over the CILEx Regulation Chair’s responsibilities on 1 June said: “The Board is looking forward to working with Helen as we implement the new practice rights, introduce entity regulation and embed the professional standards schemes for Chartered Legal Executives. Her commitment and energy and experience within the sector will be invaluable, as will the continuity she brings to working with our colleagues in CILEx, the Legal Services Board, government and the other regulators.”


Helen Whiteman studied Law with German at De Montfort University, before undertaking a Masters in IT and Business Studies at the University of Warwick. After initially working in investment marketing and PR, then lecturing in law and e-business, she joined the legal field managing practice development and marketing for a law firm in Leicester. She joined CILEx in 2008 as head of corporate affairs having served as director of member services at LawNet. She became chief operating officer at CILEx in 2012, and is responsible for overseeing CILEx’s membership, qualifications, journal, international and regulatory affairs functions.
